Proposal for the Development of a Free Trade Zone in Bac Ninh Province, Northern Vietnam
The Prime Minister of Vietnam has requested the Bac Ninh Provincial People’s Committee, in coordination with relevant ministries and agencies, to swiftly complete and submit a proposal for the establishment of a next-generation free trade zone linked to the development of the Gia Binh Airport Economic Zone within March 2026.
Gia Binh International Airport, located in Bac Ninh Province, is slated to be developed in accordance with international 5-star service standards.
The total investment is approximately 196,378 billion VND, and priority is being given to the completion of Phase 1 to support the APEC Summit prior to 2027.
Currently, as industrial parks and clusters in Bac Ninh Province are no longer eligible for the same corporate tax incentives as before, this development is seen not just as an infrastructure upgrade, but as a critical opportunity for logistics companies, high-tech manufacturers, and industrial real estate investors to preemptively secure their footprint.
Expected Investment Incentives for the Gia Binh Free Trade Zone
Tax Benefits:

Application of the most competitive Corporate Income Tax (CIT) rate in the region.

(Expected: 10% tax rate for 15 years, exemption for the first 4 years, and a 50% reduction for the following 9 years)
Import and Export Tax Exemption:

Exemption from import duties and Value-Added Tax (VAT) for logistics movements within the Free Trade Zone (FTZ) and goods brought into the FTZ from overseas.

Expected to reduce operating costs for Export Processing Enterprises (EPEs).
One-Stop Customs Clearance System:

Streamlined, batch processing of air cargo customs clearance directly at the Gia Binh gateway.
