Safety conditions for factory design according to fire protection standards – workshops for businesses

These are mandatory requirements for businesses when operating, to ensure compliance with fire prevention and fighting laws as well as the safety of operating facilities, factories or warehouses.

Decree 79 describes safety conditions for many subjects. But in terms of the form of operation of today’s businesses, it can be generalized into two cases: Operating facilities with warehouses, and separately built warehouses with specific structures.

Factory Fire Prevention Standards

1.1. Fire prevention and fighting safety conditions for the facility

Article 7 of Decree 79 Fire Prevention clearly states that establishments that have warehouses of flammable goods and materials, or non-flammable goods and materials stored in flammable packaging, or yards of goods and materials capable of fire,…must meet the safety conditions of fire prevention and fighting regulations for the warehouse specifically as follows:

  • a) There are regulations, rules, prohibition signs, signs, diagrams or instruction signs on fire prevention and fighting and escape appropriate to the characteristics and nature of the facility’s operations.
  • b) There are regulations and assignment of responsibilities and tasks for fire prevention and fighting in the facility.
  • c) Electrical system, lightning protection, anti-static, equipment that uses electricity, generates fire, and generates heat; The use of fire and heat sources must ensure fire prevention and fighting safety.
  • d) Have safe technical procedures for fire prevention and fighting suitable to production, business and service conditions.
  • e) There are grassroots and specialized fire prevention and fighting forces that are trained in fire prevention and fighting skills and are permanently organized to be ready to fight fires to meet on-site fire fighting requirements.
  • f) Have a fire fighting and escape plan approved by a competent authority according to the provisions of Article 21 of this Decree.
  • g) Have transportation systems, water supply, communication systems for fire fighting, fire alarm, fire fighting, fire prevention systems, other fire prevention and fighting means, and rescue means appropriate to the nature, The characteristics of the facility ensure quantity, quality and operation in accordance with standards and technical regulations on fire prevention and fighting or according to regulations of the Ministry of Public Security.
  • h) There is a document of approval and acceptance of fire prevention and fighting from the Fire Prevention and Fighting Police agency for goods and materials warehouse projects “with a volume of 1,000 m3 or more.
  • i) Have records of management and monitoring of fire prevention and fighting activities according to regulations of the Ministry of Public Security.

Note: The above warehouse fire prevention standards must be maintained throughout the entire operation of the enterprise.

1.2. Fire protection standard factory design safety conditions for high-rise buildings and steel-framed houses with corrugated iron roofs

For an empty factory with a steel frame and corrugated iron roof that exceeds the area of the fire compartment, the factory fire protection design must be met as follows:

  • a) There are solutions to prevent fire spread using construction structures or fire prevention and fighting systems.
  • b) Have a solution to increase the fire resistance limit of major construction components according to the provisions of standards and technical regulations on fire prevention and fighting to limit the risk of collapse when a fire occurs.

Fire protection requirements when establishing projects and designing construction works

Article 13 of Decree 79 presents the requirements for fire prevention and fighting regulations in the case of renovating works, changing the nature of use, or establishing new construction design projects subject to approval, ensuring:

  • The construction site must ensure a safe distance for fire prevention and fighting from surrounding structures.
  • The fire resistance level of the building must be appropriate to the scale and nature of the building’s operations; Have solutions to ensure fire prevention and spread between construction items and between one construction and another.
  • Production technology, electrical systems, lightning protection, anti-static, anti-explosion of the project and the arrangement of technical systems, equipment and materials must ensure safety requirements for fire prevention and fighting.
  • Escape routes (doors, walkways, corridors, escape stairs), lighting equipment, smoke ventilation, escape route instructions, signals; Rescue vehicles must ensure quick and safe escape.
  • The traffic system and parking lots serving the operation of motorized firefighting vehicles must ensure size and load; Fire fighting water supply systems must meet fire fighting service requirements.
  • Fire alarm systems, fire extinguishers and other fire fighting equipment must ensure quantity; Installation location and technical parameters are consistent with the characteristics and operational nature of the project according to the provisions of standards and technical regulations on fire prevention and fighting.

In the project and design, there must be budget estimates for fire prevention and fighting items.

Fire protection standard warehouse design and approval

Many small facilities and warehouses only need to ensure standard fire protection regulations without requiring design and design approval for fire protection. However, for fire protection design of factories, warehouses of goods and materials with a volume of 1,000 m3, this is mandatory.

Approval dossier: Approval dossier for facility fire prevention and fighting design must contain all of the following documents and be submitted to the Fire Prevention, Fighting and Rescue Police Department:

  • Application for review and consultation on fire prevention solutions.
  • Document from the competent authority permitting investment (Notarized copy).
  • Estimated table of total investment costs.
  • Construction drawings and explanations of the basic design, which meet the fire protection solutions specified in Article 13 above.

Note, if the business authorizes another unit to act on its behalf, an authorization document must be attached.

The time limit for fire prevention and fighting design approval is no more than 05 working days for construction groups B and C, no more than 10 days for group A constructions.
